LocRef – Public Sector Reforms at the Local Level: An International Comparison
Overview
The LocRef project was part of the COST Action IS1207 (European Cooperation in Science and Technology), which aimed to develop the basis for a systematic evaluation of public sector reforms at the local level in Europe.
NARP worked in Working Group 1 of the COST Action. This working group analysed public sector reorganisation at the local level and compared public service providers. In the first phase of Working Group 1, NARP coordinated a team of water scientists from various institutes who analysed the differences and similarities of water sector reforms in different countries. In the second phase, the focus was on evaluative questions, e.g. to what extent reforms have an impact on the quality of water supply.
