Misfit – Forest-​related regulations: The interplay between national regulations and their implementation at the sub-​national level

Overview

During the interim evaluation of the Forest Policy 2020 in 2017, it had become apparent that the achievement of objectives at the cantonal level in the area of wood use had only been limited and that there thus appeared to be an enforcement deficit. As a result, there was growing uncertainty as to whether the existing forest planning instruments (including use permits, individual tree notifications) were having the intended effect in promoting wood use in alignment with other sectoral policies, for example vis-à-vis biodiversity. On behalf of the Forest Division of the Federal Office for the Environment FOEN, we developed an analysis grid to identify a possible enforcement deficit (regulatory obstacles and gaps) between national regulation and cantonal implementation with regard to wood use - Goal 1 of the Swiss Forest Policy 2020 and the Wood Resource Policy.
